The position is that no goode will in fact be licensed on the sole ground

that they were contracted for before the material date. regards clause 4, the position of transhipment goods has now been materially altered and I am to suggest that information as

enquirers should be told that

to the likelihood se tromshments being allowed should invariably be sought with regard to each particular consignment and voyage by the agents in this country.

In regard to peanuts the circular does not reproduce the qualif tion contained in the telegram above referred to that their amenability to the prohibition of import is established by reference to the purpose for which they are imported as determined by the evidence

of the consignoes.

Should Mr. Long see no objection, I am to suggest that these qualifications of the circular be telegraphed to the Governor of Hong Kong.

CIRCULAR.

Prohibited imports into the United Kingdom,

The following information has been received from th4sdystały or

State for the Colonies.

2.

1. Goods on the water at the date of the publication of the

Prohibition will be admitted without a Board of Trade Licence. Goods paid for before the date of the prohibition but not shipped will be admitted under Board of Trade Licence after proof of purchase.

3.

Goods only contracted for but not paid for will be eligible for licences.

4.

Goods entered as transit goods are not affected at present but modifications of this policy are under consideration.

5.

Peanuts high grade for use as fruit will be licenced up to 50% of 1916 imports.

Peanuts, low grade for oil crushing, not affected if the purpose for which they are imported is proved.
